The founder of the original Sphere of Correct Thought (the precursor to the current Bureau of Social Responsibility), he is the senior field agent for Section 1 in Department A, the Enemies Directorate. Normally unarmed, he has officially been issued a Mark IX bolter, but has never actually signed it out of the armory. He is tasked with hunting down enemies of the people, specifically those guilty of counter-revolutionary action or thought-crime. He has OA'd -- traced his "oldest ancestors" -- as far back as Q. Michael Halloran and Emma Chen, who lived in NorthAm and ran a bookstore during the Post-Cold War period.

He first appeared in "An Arbitrary Deprivation of Life" in Renard's Menagerie magazine, October 2008.
